NEW DELHI: As global geopolitical dynamics continue to shift, India’s strategic role in the Middle East is becoming more pronounced, particularly as the region faces increased instability. With the United States’ reduced presence in the area, coupled with Israel’s expanding military influence in southern Syria and Iran’s growing regional influence, India has recognized the moment to assert its diplomatic muscle. The upcoming visit by Prime Minister Narendra Modi to Saudi Arabia, the Iranian Foreign Minister’s planned visit to India, and the hosting of the Quad Summit in 2025 collectively highlight India’s calculated strategy to navigate the evolving power structures in the Middle East and position itself as a pivotal player on the global stage.

Israel’s Military Expansion in Southern Syria:

The conflict in Syria has evolved into a significant geopolitical struggle that draws in multiple international actors, with Israel’s military expansion in southern Syria playing a critical role. The region, particularly the Golan Heights, has been a flashpoint due to its strategic importance. As Israel continues to bolster its defenses with fortified positions and advanced missile systems such as the Iron Dome, its primary aim is to prevent Iranian influence from permeating further into Syria. The concern is not just about the military threat from Iranian forces but the broader implications of Tehran’s alliances with Hezbollah and other militias in the region, which could destabilize Israel’s northern borders.

The political ramifications of Israel’s actions are profound, especially as Prime Minister Netanyahu reiterated Israel’s position: “We will not allow Syria to become another Lebanon.” This statement underscores Israel’s fears of a hostile neighbor on its borders, which could be an incubator for Iranian-backed extremist groups. Israel’s strategic maneuvers, while aimed at immediate military security, also resonate deeply in the broader context of Middle Eastern geopolitics, affecting regional power balances and influencing the responses of neighboring states, including Iran and Syria.

Iran’s Strategic Shift Towards India:

Iran’s response to Israel’s military actions and the shifting power dynamics in Syria reflects a broader recalibration of its foreign policy. As Israel strengthens its foothold in the region, Iran is increasingly turning to diplomatic and military means to secure its influence, and its focus is particularly on India, with whom it shares strategic and historical ties. The upcoming visit of Iranian Foreign Minister Abbas Araqchi to India in May 2025 marks a significant pivot in Tehran’s foreign relations, signaling its intent to deepen bilateral ties with New Delhi.

The implications of this shift are multifaceted. First, the geopolitical rivalry between Iran and the U.S. is escalating, with Tehran seeking to bypass Western sanctions and strengthen its economic ties with alternative global powers, including India. A notable component of this strategy is the revival of the Chabahar Port project, a vital infrastructure link that could bolster India’s connectivity with Central Asia. Moreover, India-Iran trade is experiencing a resurgence, signaling a thawing of relations despite the backdrop of U.S. sanctions. This is exemplified by the potential introduction of a rupee-rial trade mechanism, which would facilitate greater trade between the two nations while circumventing Western financial barriers.

For India, this is a unique opportunity to cement its role as a neutral diplomatic force in the region, managing relationships with both Saudi Arabia and Iran. By positioning itself as a key economic partner for Iran, India is demonstrating its ability to navigate the complex landscape of Middle Eastern geopolitics and its commitment to energy security, trade, and regional stability.

PM Modi’s Visit to Saudi Arabia: Strategic Ramifications

Prime Minister Modi’s visit to Saudi Arabia, scheduled for April 22, 2025, is not just a bilateral engagement; it is a reflection of India’s broader strategic positioning in West Asia. Saudi Arabia is India’s fourth-largest trading partner, and the kingdom’s role in India’s energy security is undeniable. Saudi Arabia’s vision for its future, especially under Vision 2030, aligns with India’s goals of economic diversification and expanding trade relationships. Modi’s visit will thus focus not only on enhancing economic ties, which reached $43.8 billion in trade during FY 2023-24, but also on reinforcing security cooperation, particularly in the Red Sea and Arabian Gulf, regions critical to global energy supply lines.

In addition to trade and defense talks, India’s engagement with Saudi Arabia will also have a direct impact on regional stability. Saudi Arabia, as a key player in the Gulf Cooperation Council (GCC), holds significant sway over the Middle Eastern geopolitical order, especially in its rivalry with Iran. By strengthening ties with Saudi Arabia, India is strategically positioning itself to act as a mediator and a stabilizing force in the region, providing a counterbalance to the growing influence of Iran and China. Moreover, with Saudi Arabia’s recalibration on issues like Syria and its broader relations with the U.S., India can play an essential role in brokering peace and fostering dialogue.

The Quad Summit: Regional and Global Implications

Later in 2025, India will host the Quad Leaders’ Summit, a high-profile event involving leaders from the United States, Japan, Australia, and India. The summit’s significance extends beyond Indo-Pacific security, as it will address broader regional concerns, including the growing instability in the Middle East. India’s strategic engagement with the U.S. and its Quad partners will be instrumental in shaping the region’s future, especially in light of the ongoing threats posed by extremism and the fallout from the Syrian conflict.

NSA Ajit Doval’s recent remarks on the spillover effects of the Syrian crisis into South Asia highlight India’s increasing concern over regional security. As the Middle East grapples with instability, the ideological and logistical impact on South Asia cannot be ignored. The surge in infiltration attempts across India’s western border further underscores the need for robust counterterrorism measures. The Quad Summit will provide a platform for India to collaborate with its partners to address these security challenges, while also strengthening technological cooperation, trade, and defense initiatives to counter China’s growing influence in the region.

India’s Geostrategic Positioning as a Stabilizing Force

The geopolitical void left by the U.S. withdrawal from Syria is rapidly being filled by a complex web of Russian, Iranian, and Chinese interests. Russia has voiced concerns about Israel’s military operations and criticized the U.S. pullback, warning of potential regional conflicts. Meanwhile, China is expanding its influence in Syria through investments under its Belt and Road Initiative, further complicating the already delicate balance of power in the region.

In this context, India’s diplomatic strategy is focused on positioning itself as a stabilizing force in West Asia. By strengthening its ties with Saudi Arabia, Iran, and its role in the Quad, India is asserting itself as a neutral yet influential player. India’s leadership in fostering dialogue and cooperation between rival powers in the region is critical to ensuring long-term peace and stability. As a member of the Quad, India can leverage its position to not only address Indo-Pacific security concerns but also contribute to broader regional and global peacekeeping efforts.

India’s Path Towards Global Leadership:

India’s engagement with the Middle East is a clear demonstration of its evolving global leadership role. With Prime Minister Modi’s visit to Saudi Arabia, the upcoming Iranian Foreign Minister’s visit, and the Quad Summit, India is placing itself at the heart of the region’s future. By balancing relationships with Saudi Arabia, Iran, and its Quad partners, India is positioning itself to broker peace, drive economic growth, and ensure regional security.

The strategic significance of West Asia cannot be overstated, as it remains one of the most volatile yet geopolitically crucial regions in the world. India’s diplomatic push in the Middle East is not just about securing economic interests but about asserting its role as a key global player, prepared to shape the region’s future and maintain stability in a world that is rapidly changing. As the international community looks to India for leadership, the country is poised to take center stage in one of the most critical geopolitical arenas of our time.
